php_e is a very small tool which is primarily used for editing PHP file, but it can also be used for editing XML and other web files. It can open and alter two or more XML files in multiple tabs. After editing XML file, you can also save it in HTML, CSS, PHP and TXT file. Its setup file size is also less than a MB.
